Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from various governments. Significant resources is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by Western nations. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a drone in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the bullets missed the hostile drone – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Existing Situation
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
