Sheffield Wednesday Faces Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - independent football regulator David Kogan

Sheffield Wednesday's persistent issues are seen as a "significant problem" and the football regulator is seeking powers to investigate clubs in such situations, its new chair the regulator has declared.

In a wide-ranging interview, the regulator, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporters' associations associated with the Championship side this week.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in March and May caused limitations by the league officials in June, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for causes separate from the followers."

Questioned about whether the regulator could force an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The last thing what we want to do is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the chairman's encountering," Kogan said.

"In actuality, when you examine the past of football, over the past few decades there have been some owners, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the significant advances achieved could disappear incredibly quickly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the success and growth as an financial organization of the Premier League.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of this country. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a significant confidence."

Political Connections

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any type of partisan engagement."
